Pacific Square Announces Strategic Alliance with Poliflect Co., Ltd. to Advance Policy Innovation and U.S.–Japan Cooperation
Tokyo / Washington, D.C. – Pacific Square announced today a strategic alliance with Tokyo-based Poliflect Co., Ltd., one of Japan’s most respected public policy consultancies. The partnership brings together deep expertise in government affairs, regulatory innovation, and digital transformation to accelerate strategic engagement between the United States and Japan.
Founded by Yosuke Miyata, a former official at Japan’s Ministry of Economy, Trade and Industry (METI), Poliflect has been at the forefront of policy advocacy and reform across digital, labor, and economic domains. Miyata will join Pacific Square as a Senior Policy Fellow and strategic advisor, enhancing the firm’s capabilities in navigating the evolving intersection of technology, policy, and security.

Mr. Miyata founded Poliflect in 2018 to drive Japan’s next generation of policy advocacy. Prior to that, he served in METI, where he led efforts in labor reform, regional revitalization, tourism promotion, social security, and nuclear safety regulation. He played a central role in revising the Personal Information Protection Law and expanding open data use.
Following his government service, Miyata joined Yahoo Japan’s Policy Planning Division, where he proposed reforms related to the sharing economy and digital industries. He has also worked through Japan’s leading business associations, including Keidanren, and helped launch the Japan IT Association and the IT Society Promotion Political Alliance.

Yosuke Miyata is one of Japan’s most influential voices at the intersection of technology and policy. As President and CEO of Poliflect Co., Ltd., he leads a pioneering firm focused on regulatory innovation and policy advocacy in the digital era. Recognized by Forbes JAPAN as one of the “30 Rule Makers in Japan,” Miyata has shaped national conversations on data governance, digital transformation, and public-private collaboration.
Miyata began his career at Japan’s Ministry of Economy, Trade and Industry (METI) after earning his graduate degree in economics from Kyoto University. Over the course of his government service, he contributed to major policy initiatives across regional revitalization, labor reform, tourism, nuclear regulation, and the modernization of Japan’s social security system. He played a key role in promoting open data usage and spearheaded revisions to the Personal Information Protection Law, laying the groundwork for a more connected digital society.
Transitioning to the private sector, Miyata joined Yahoo Japan Corporation as Manager of the Policy Planning Division, where he led digital-era regulatory reform proposals, including frameworks for the sharing economy. His leadership extended into Japan’s broader tech ecosystem—he has been instrumental in founding and advising key industry organizations such as the Japan IT Association and the Digital Society Promotion Political Alliance.
Today, through Poliflect, Miyata continues to drive forward regulatory design and institutional innovation. He serves as a board member of the Software Association of Japan, vice chairman of the Digital Society Promotion Political Alliance, and an expert panelist at the Prototype Policy Research Institute.
