Reed D. Rubinstein is one of the nation's leading attorneys and policy strategists, bringing more than four decades of experience at the intersection of law, government, national security, regulatory policy, and complex litigation. His career spans senior leadership roles in the federal government, private practice, public policy organizations, and presidential administrations.
Most recently, Reed served as Legal Adviser to the U.S. Department of State, the Department's chief legal officer and principal advisor on international law, diplomacy, national security, and foreign policy matters. In this role, he provided legal counsel on some of the United States' most significant diplomatic and strategic issues while leading one of the world's premier international law organizations.
Prior to his service at the Department of State, Reed held numerous senior positions during the Trump Administration, including Deputy Associate Attorney General at the U.S. Department of Justice, Acting General Counsel of the U.S. Department of Education, and Senior Advisor to the Secretary of the Treasury. He played a key role in executive branch policy development, congressional oversight matters, regulatory reform initiatives, national security issues, and major interagency legal and policy efforts.
Before entering government service, Reed spent more than thirty years in private legal practice, including as a partner and shareholder at major national law firms. He advised corporations, financial institutions, trade associations, and executives on complex litigation, regulatory compliance, investigations, enforcement actions, and public policy matters. He has appeared before federal agencies, Congress, federal district courts, appellate courts, and the U.S. Supreme Court.
Reed is widely recognized for his expertise in constitutional law, administrative law, regulatory strategy, government investigations, congressional oversight, and national security policy. Throughout his career, he has successfully led high-profile legal and policy initiatives involving federal agencies, higher education institutions, international affairs, and critical matters of public interest.

Reed earned his Bachelor of Arts with High Honors and Highest Distinction in Political Science and Political Philosophy, a Master of Arts in Political Science, and his Juris Doctor from the University of Michigan. He is admitted to practice before the U.S. Supreme Court and multiple federal appellate and district courts.
